At the working conference on speeding up new industrialization progress of Hunan Province yesterday, Mei Ke-Bao, vice secretary of Hunan provincial CPC committee, has Laid out a time schedule of "Four 100-Billion-Yuan Output Projects" ( strengthening a batch of 100-billion-yuan output industries, developing a batch of 100-billion-yuan output industrial clusters, fostering a batch of 100-billion-yuan output enterprises and building up a batch of 100-billion-yuan output industrial parks ) , that is, on the basis of the three newly added industries of over a hundred billion yuan output, Hunan province will foster another two industries with over a hundred billion yuan, namely the construction machinery and equipment manufacturing industry and the high-quality steel industry. The enterprises which are on the list of "Four 100-Billion-Yuan Output Projects" will be entitled to enjoy preferential policies regarding the project approval, financial support, land resoureces supply, the guarantee of certain factors, and tax policy. Related fiscal funds including special fund for new style of industrialization will be used together and be invested collectively to give the projects "blood transfusion".
"Four 100-Billion-Yuan Output Projects" means strengthening a batch of 100-billion-yuan output industries, developing a batch of 100-billion-yuan output industrial clusters, fostering a batch of 100-billion enterprises and building up a batch of 100-billion-yuan output industrial parks. By 2012, there is a possibility that Hunan Province will add the four over-100-billion-yuan output industries of electrical manufacture, automobiles manufacture, metal materials production and PV power. By the year 2015, there will be over-100-billion-yuan output industries, such as the rail transport industry, the equipment manufacture of wind power industry, feed processing industry, the deep processing of cooper-aluminum industry, the building materials industry, the textile industry, medical industry and so on. By 2012, the three output industrial clusters, namely the construction machinery and equipment manufacturing industry, the electrical information and new materials industry in Changsha and the petrochemical industry in Yueyang will surpass a hundred billion yuan respectively. By 2015, there will be six over-100-billion-yuan output industrial clusters or more than six, such as the automobile and component production industry in Changsha, Zhuzhou lead-zinc cemented carbide and deep processing industry, the rail transport equipment industry in Zhuzhou or Xiangtan, quatro plate processing industry in Xiangtan, and the thin plate and its processing industry in Loudi, the rare metal smelting and processing industry in Chenzhou and so on.
By 2012, Hua Ling Group will become the first enterprise which will surpass a hundred billion yuan in our province. By 2015, Zoomlion, Sany Group and HNG will be among the over-100-billion enterprises. The 100-billion-yuan output industrial parks will be mainly built on the basis of the national level and provincial level output industrial parks. By 2012, Changsha economic development zone and Zhuzhou hi-tech zones will both have the capability of surpassing a hundred billion yuan. By 2015, it is predicted that the newly added Xiangtan hi-tech zones, Xiangtan Jiuhua economic development zone, Yueyang YunXi industrial park, Hengyang hi-tech zones, Yiyang hi-tech zones, Loudi economic development zone and Chenzhou output industrial parks of nonferrous metals will all exceed a hundred billion yuan.
Mei Ke-Bao revealed that the basic objectives of new style of industrialization in Hunan Province this year will be as follows: (1) The total value-added of the industrial sector will increase by 14%; (2) The added value of industries above designated size will increase by 16%'; (3) The investment in reforming the industrial technology will increase by 30%; (4) The add value of the non-public sectors of the economy will increase by over 14%.
