Zhang Wenxiong Calls for More Scientific Development

　　The Summit Forum of the 3rd World Low-carbon and Eco-economy Conference was held in Nanchang, capital city of Jiangxi Province, on November 21, 2014. Zhang Wenxiong, secretary of the Working Committee of Changsha-Zhuzhou-Xiangtan Pilot Zone for Developing Resource-conserving and Environment-friendly Society, addressed the forum. He called for regional coordination and international cooperation to promote ecological advancement and achieve more scientific development, more beautiful environment, and better life.

　　During his speech, Zhang summarized Hunan’s experience in developing resource-saving and environment-friendly society, and proposed four suggestions for central China’s ecological advancement.

　　First, to achieve consensus of views. Hunan develops resource-saving and environment-friendly industries rather than industries featured with heavy pollution, high energy consumption, and high water consumption, eliminating 1,017 enterprises with backward production capacity.

　　Second, to strengthen system innovation. During the course of developing resource-saving and environment-friendly society, Hunan has made 106 innovative reforms to guarantee the building of beautiful Hunan with system.

　　Third, to solve the problem of fund collection. The government should increase input into eco-environment development, and implement the policy that "those who protect environment should gain benefit from it, and those who damage environment should pay for it". Market regulation should also be adopted to collect fund. Fourth, to make breakthroughs in technologies. Technologies and talents should be introduced, and joint efforts should be made to tackle key technological problems.
