Hunan NPC deputies inspected work proposals

　　Rednet (Beijing): On the afternoon of March 7, Hunan NPC deputies inspected work proposals in groups, Beijing.

　　代表团团长杜家毫，副团长许达哲、乌兰、韩永文、谢勇参加分组审查。参加分组审查的还有：徐守盛、胡衡华、李江、张剑飞、赖明勇、康为民、游劝荣、黄伯云、于来山、赵永平等代表。国家有关部委负责人到会听取意见。

Other deputies including Xu Shousheng, Hu Henghua, Li Jiang, Zhang Jianfei, Lai Mingyong, Kang Weimin, You Quanrong, Huang Boyun, Yu Laishan, Zhao Yongping, etc. joined the panel discussion. Besides, related cadres from ministries and commissions attended the meeting for listening to proposals.

　　围绕计划报告，杜家毫代表建议，要建立更加科学合理的财政转移支付制度，进一步厘清中央事权和地方事权及各自支出责任。要在继续做好地方政府置换债券工作的同时，进一步规范地方政府性债务管理，完善举债机制。要大力推进ppp模式，更加注重ppp项目的现金流和投资回报，严防政府债务“击鼓传花”。要把适度扩大总需求的重点落到“适度”上来，正确把握和处理好“大建设”与“微建设”、“大服务”与“微服务”之间的关系，让老百姓有更多获得感、幸福感。要把新增扶贫资金向产业扶贫倾斜、向扎根“三农”的小微企业倾斜，加快形成稳定脱贫长效机制。

　　Du Jiahao made the proposal to establish more scientific and reasonable the system of transfer payment from the exchequer, to further clarify central and local routine power, to continually do well in local governments’ bond replacement, to further standardize debt management of local governments, to perfect debt financing mechanism, to substantially advance PPP model, to emphasize PPP projects’ cash flow and return on investment, to properly expand the gross demand, and to correctly grasp the relation between “macro-construction” and “micro-construction”, “macro-service” and “micro-service”. Furthermore, it is proposed to invest more funds to industrial poverty alleviation and small and micro businesses concerning issues of agriculture , farmer and rural area, to speed up formation of stable long-term poverty-relief mechanism. The ultimate goal is to offer ordinary people more sense of satisfaction and happiness.
