The 17th Annual German-Chinese Rule of Law Dialogue Symposium on the topic of “Fair and Just Modern Bankruptcy Law” kicked off in Changde on May 8, 2017.

CPC Hunan Provincial Committee Secretary Du Jiahao and Hunan Governor Xu Dazhe met with representatives immediately before the conference.

PRC State Council Legislative Affairs Officer Song Dahan; and Minister of the German Federal Ministry of Justice and Consumer Protection, Heiko Maas, addressed the symposium.

The two-day symposium gave legislators, leading politicians, judges, lawyers, and specialists from both countries an opportunity to exchange views on the basic issues in enterprise bankruptcy reorganization; distribution of bankruptcy estates; and, participants and their role in bankruptcy proceedings.

Secretary Du stated his pleasure at holding the symposium in Hunan, and thanked the Legislative Affairs Office for its long-term support for Hunan’s reform and development. Du noted that Hunan has put into practice the principles stated in General Secretary Xi Jinping's recent major addresses. It has promoted law-based administration and accelerated the evolution of a law-based government, which lays a solid foundation for building a moderately prosperous society in all respects, deepening reform, and practicing strict Party self-governance.

Du viewed the symposium as an important opportunity to strengthen Sino-German exchanges and learn rule of law experiences at home and abroad. This will raise consciousness of law in leading cadres and the public, boost Hunan’s rule of law, and promote its social and economic development.

Hunan and Germany will further deepen exchanges and cooperation in the areas of economy and trade, culture, tourism, and environmental protection as a result of the symposium.

  Symposium Background information:

Originally proposed by the German Federal Government in 1999, the German-Chinese Rule of Law Dialogue is based on the “Agreement on Exchange and Cooperation in the Legal Field” which was agreed to on 30 June 2000. When the German-Chinese Rule of Law Dialogue was first launched, it broke new ground in the relations between the two countries. In addition to cooperation in the legal field, the agreement also envisages dialogue on the development of the rule of law – conducted in a spirit of equality and mutual respect with the aim of consolidating the understanding and traditional friendship between the two countries.
