　　Event: The first Design BRICS International Symposium 2018 was held in Hunan University, Changsha, Hunan, China on January 15-16. More than 50 design experts from seven countries and regions gathered to discuss BRICS design innovation and sustainable development.

　　★★★怀化——地处湖南脱贫攻坚的主战场

　　Reason 1: Huaihua city located in the main Hunan poverty-relief areas

　　怀化地处湖南省西南部，而大湘西是湖南脱贫攻坚的主战场。湖南省委书记、省长纷纷去怀化调研，只为“头等大事和第一民生工程”——脱贫攻坚。

　　杜家毫：决不让一个贫困群众在小康路上掉队。

　　Du Jiahao: Leave no poverty-stricken people behind on the building of a well-off society.

2017年11月22日至23日，湖南省委书记、省人大常委会主任杜家毫深入怀化市麻阳、会同、靖州、通道等地调研。

2017年12月6日至7日，湖南省委副书记、省长许达哲深入怀化市溆浦县、辰溪县、沅陵县等地调研。

　　Reason 2: Targeted poverty alleviation is implemented everywhere in Huaihua city.

　　1、扶贫+旅游产业 (Targeted poverty alleviation in tourism)：

2017年怀化市以全市109个旅游扶贫重点村为着力点，规划建设一批特色旅游村镇。以旅游“双创”为驱动，建设怀化旅游双创平台，扶持建设一批乡村旅游创客示范基地、创业项目，选树培育一批带动作用明显的创业典型，探索怀化旅游扶贫与双创帮扶新模式，广泛推广溆浦雪峰山、鹤城黄岩、沅陵借母溪、通道皇都侗文化村的旅游扶贫模式。图为怀化芷江县抗日战争受降纪念坊。

　　Huaihua focuses on 109 tourism poverty relief villages and some tourism projects such as Xupu Xuefeng mountain, Hecheng Huangyan tourism resort area, Yuanling Jiemuxi, Tongdao Huangdu Dong Cultural Village, etc.

　　2、扶贫+就业 (Targeted poverty alleviation in employment)：

怀化辰州矿业充分发挥产业扶贫“造血”功能，展现作为国有骨干企业的担当。2017年，辰州矿业提供整体就业岗位5000余个，年兑现工资3亿余元，其中招录沅陵籍员工1700多个，年人均收入达6万余元，为1700多个家庭脱贫开创了一条长期的、稳定的增收致富路子。图为辰州矿业公司董事长李中平与弘慧教育基金资助学生合影。

　　Huaihua Chenzhou Mineral Company provided over 5,000 work positions for over 1,700 poverty-stricken families in 2017.

　　3、扶贫+金融 (Targeted poverty alleviation via finance)：

怀化鹤城区大坪村村民彭祖桃2016年借助扶贫小额信用贷款开起了农家乐，当年营业3个月入账近7万元，把穷帽子给彻底“摘”掉了。在怀化鹤城区黄岩乡村旅游扶贫示范点，和彭祖桃一样挺直腰杆在家赚钱的村民还有很多，实现了小工小贩向旅游经营户的职业转换，村民人人都是股民，把旅游发展当成自家的事干，越干越有奔头。图为怀化鹤城区黄岩乡村旅游扶贫示范点白马村引进青藏高原“幸福之花”格桑花，打造石林花海2000亩，村民成股民。

　　4、扶贫+出口 (Targeted poverty alleviation via export)：

近年来，湖南怀化出入境检验检疫局挖掘辖区内特色优势农产品，实施一对一保姆式精准帮扶，把直接进出口作为突破口，为精准扶贫拓宽了新路子。2017年12月20日，湖南怀化“黔阳冰糖橙”空运至加拿大，这是我省冰糖橙首次出口。（资料图）

　　Huaihua Entry-Exit Inspection and Quarantine Bureau targets at the export of Huaihua’s special agricultural products, and fostered Qianyang oranges exported to Canada.

　　5、扶贫+文化传承 (Targeted poverty alleviation in cultural heritage)：

怀化中方县小斗笠“编”出大产业：怀化中方县是“中国斗笠之乡”。近年来，中方县积极探索“扶贫+文化传承”新模式，重点将斗笠作为龙头品牌来抓，通过设立非物质文化遗产传承所，培养和发掘非遗传承人，组织开展“传帮带”，不断延伸斗笠传承链条。目前，中方县斗笠生产大户达30多家，合作社入社成员发展到了215名，辐射带动手工编织人员5000余人，形成了集产品开发、生产、销售于一体的斗笠产业链。年产、销斗笠超过400万顶，收入6000多万元，并远销澳大利亚、西班牙等地。

　　6、扶贫+电商 (Targeted poverty alleviation via e-commerce)：

2017年11月25日，怀化溆浦县举办首届“脐橙节”暨电商扶贫产品推广会，现场评出的“脐橙王”以3.3万元高价成功拍卖，掀起了活动高潮。活动当天，溆浦脐橙线上线下销售火爆，共售出2万斤。大江口镇还与溆浦县神州买卖提、东立农特等5家电子商务企业签订了脐橙产销协议30万斤，通过线上、线下渠道为贫困户打开了销路。

　　Huaihua Xupu county held the first e-commerce promotion conference for oranges in November 2017 to open online and offline sales channels for poverty-stricken villagers.

　　★★★怀化——精准扶贫八方来援

　　Reason 3: Hunan aids Huaihua city in targeted poverty alleviation on all sides

　　1、扶贫+社会服务 (Targeted poverty alleviation via finance)：

2017年，由民进湖南省委主持的3个大型扶贫项目在怀化落户，预计总投资超9亿元；引进“宏善教育扶贫”项目，资助全部学习费用共计300万元；向开明基金会等社会组织和企业争取帮扶资金60万元，用于扶助通道、安化两个国家级贫困县应对灾后重建。

　　In 2017, Hunan’s three large poverty-relief projects regarding education, social aid and post-disaster reconstruction were settled in Huaihua, with the expected total investment of over 900 million yuan.

　　2、扶贫+科技 (Targeted poverty alleviation via technology)：

湖南省科技厅采用“前资助+后补助”的形式，助力中方县发展刺葡萄产业。2016年9月，中方县获得了省科技厅立项支持，以发展刺葡萄产业为主，创建湖南省科技成果转移转化示范县。随后该县出台了三年实施方案，并与湖南农业大学达成相关建设项目合作协议。2017年中方县刺葡萄产量8.5万吨，实现销售收入6.2亿元；葡萄酒产量560吨，实现产值1.2亿元。依靠刺葡萄产业，全县1583户4750名贫困人口年均增收1000元。图为中方县葡萄长廊。

　　Hunan Provincial Department of Science and Technology fosters Zhongfang county to develop the thorn grape industry through “financial aid first + subsidy second”. This helped 4,750 poverty-stricken people increase 1,000 yuan per capita in 2017.

　　3、扶贫+媒体 (Targeted poverty alleviation via media)：

红网以网为媒，助力农产品搭上快车：红网聚焦脱贫攻坚最前线，讲好脱贫故事，连续推出《新化杨梅红了》《芷江蓝莓熟了》《新邵希望之果》等多组扶贫报道，直接带动当地农民增收和农产品走出去。红网继2014年全面推介首届新化杨梅节后，2016长沙·新化杨梅节期间，红网推出专题“新化杨梅熟了”，专题和新闻报道共获得1200余万次点击，长沙一大型超市一天就卖出了5000篮新化杨梅。

　　Hunan Rednet.cn fosters Huaihua agricultural product sales through multi-media report to increase farmers’ income. For instance, Rednet report on Xinhua waxberry helped a supermarket in Changsha sell 5,000 baskets of Xinhua waxberries for one day in 2016.

　　4、扶贫+医疗健康 (Targeted poverty alleviation in health)：

2017年12月25日，湖南省残疾人福利基金会相关负责人为15名怀化籍“贫困肢体畸形患者救助项目”受助对象发放爱心物资。

　　Hunan Welfare Foundation for the Handicapped gave out welfare materials to 15 Huaihua handicapped children on December 25, 2017.

2018年1月13日，新梦想留守儿童公益事业长沙启动，现场为湘西留守儿童义卖。

　　New Dream Leftover Children Public-welfare Undertakings was launched in Changsha on January 13, 2018 to care for leftover children in western Hunan, including Huaihua.
