Xu Shousheng: to promote leap-forward development of non-public economy

　　 Rednet (Changsha): Hunan provincial committee of CPC (Communist Party of China) and provincial government held a television and telephone conference May 14, on promoting the development of non-public economy in Hunan, and the meeting was opened to the government of towns, counties and villages in Hunan. Xu Shousheng, secretary of the Hunan Provincial Committee of CPC and director of the Standing Committee of Hunan NPC, stressed that government officials should grasp Central government’s new deployments and new requirements of developing non-public economy, in order to expand the scale of non-public economy, to improve quality and efficiency as the main direction of the work, with tireless work for realizing great-leap-forward development of non-public economy in Hunan province. Du Jiahao, deputy Secretary of Hunan Provincial Committee of CPC and governor of Hunan, made a speech in the meeting. 

　　 Xu pointed out that province’s non--public economy has became the important part of market economy of Hunan province for years of growing, the stable growth of economic base, the important power of industrial transformation and upgrading , the support of opening up and the important channel of employment. However, a significant gap must not be ignored between Hunan and coastal areas of China, and non--public economy still is a “weak point" in the whole picture of Hunan’s development. There is no fundamental change on the basic pattern for its limited capacity, unpleasant speed of development, poor structure and less quality of non--public economy. 　　

　　 Xu stressed that Hunan must have a sober understanding of the gaps and shortcomings in the development of non-public economy, and the work of promotion should be based on the new breakthroughs, the acceleration of transformation and upgrading, the innovation-driven work to improve its quality and capacity and efficiency. Hunan should strengthen and expand existing businesses with the advantage of strategic priorities and the integration of resources, in order to build big non-public economic enterprises and energetically promote public venture, to create innovation-oriented enterprises, to speed up the development of mixed ownership economy and to speed up industrial restructuring, to accelerate the transformation of industrial chains from low-end to high-end, to foster internet business, to speed up industrial upgrading and to seize the chance of the national strategy of “ One Belt and One Road” big opportunities, to support the industries for international market.

　　 Xu required that Hunan provincial governments at all levels should further enhance the awareness of governmental service, by strengthening policy supports and by doing everything possible to solve problems for enterprises, in order to create a good environment for the development of non-public economy.

　　 Du Jiahao pointed out that non-public economy has the foundations and conditions for development acceleration, and it has entered a promising new era with new opportunities to become bigger and stronger. All level of governments should fully understand the new situations of accelerating the development of non-public economy, to make Hunan province’s non-State-owned enterprises grow healthily under China’s New Normal situation, with their self-revolution, self-renewal and self promotion.
