Xionglong Village：Farewell to Agriculture Depending on the Weather

8月22日，凤凰县山江镇雄龙村12户贫困户领到了村里的首期分红。

　　On August 22, 12 poverty-striken families of Xionglong village got the first-phase bonus.

　　New look of Xionglong Village

　　雄龙村是典型的喀斯特地貌，缺水少田海拔高，是凤凰县贫困面最广、贫困程度最深的村落，贫困人口占总人口的30%。2015年4月8日，湖南省政府办公厅、省政府研究室驻村扶贫工作队进驻雄龙村。

　　Xionglong Village has a typical karst landform with high elevation but shortage of water and farmland. Xionglong village is a poverty-striken village with the largest poverty-striken coverage and the deepest poverty-striken degree in Fenghuang County. The village’s poverty-striken polluation occupies 30% of the total population. On April 8, 2015, the poverty-relief team of the General Office and Research Laboratory of Hunan Provincial Government stationed in Xionglong village.

　　2015年6月24日，湖南省委副书记、省长杜家毫（现湖南省委书记）来到雄龙村调研扶贫工作，提出要在产业发展和长效机制上下功夫，使扶贫成果可持续。为更好地帮助雄龙村贫困户脱贫，省政府办公厅、省政府研究室机关29个处室和村里52户贫困户分别“结对子”，从产业发展、危房改造、技能培训等方面开展扶贫工作。

　　On June 24, 2015, Deputy Secretary of the CPC Hunan Provincial Committee and Governor of Hunan Province Du Jiahao (now acting as Secretary of the CPC Hunan Provincial Committee) investigated poverty-relief work in Xionglong village. Du proposed to keep the sustainable poverty-relief results by industrial development and long-term mechanism. In order to better assist poverty-striken villagers, 29 sections and offices of the General Office and Research Laboratory of Hunan Provincial Government make a pair of poverty alleviation with 52 poverty-striken families of Xionglong village to carry out poverty-relife work in industrial development, dilapidated house transforming, skill training, etc.

　　现在的雄龙村，青石铺成的村间路实现了“户户通”，70盏太阳能路灯照亮小村；新建的村民活动中心与荷花池、凉亭，让村里人也有了球场、图书室与游园。最大的变化是龙先茂等22户最困难的危房户和无房户搬进了统一规划的苗族风情民宅，昔日破败潦倒的危房牛棚改建成了沿着山坡的苗乡传统民居景观。

　　Nowadays, Xionglong village has great changes as follows: bluestone-paved roads link every household together; 70 solar street lamps light up the roads; the newly-built Villager Activity Center, lotus ponds and pavilions provide villagers with a ball ground, a library, a garden, etc. The greatest change is that 22 most poverty-striken families without house or living in the dilapidated house move into the Miao featured folk house under unified planning. The former dilapidated house and cowshed are renovated to be the traditional Miao residence landscape along the slope.

　　房新了，路宽了，村里也通上了4G和WiFi。村里的老人们正组织开发苗鼓、苗歌、苗绣、苗拳等传统文化项目，打造苗家乡村文化品牌。

　　In addition, villagers can access to 4G and WiFi. The senior in the village are busy in organizing traditional cultural programs such as Miao drums, Miao songs, Miao embroidery, Miao fist, etc. to build a Miao village cultural brand.
