Hunan's achievements on implementing Xi's three key points

　　On March 8, 2016, President Xi Jinping joined group deliberation of NPC deputies from Hunan in the 12 Session of the National People's Congress meeting, and he put forward "three key points" on the work of Hunan province: to promote structural reform of the supply front, to promote the protection and improvement of people's livelihood and to promote the modernization of agriculture. 　　经济发展Economic Development

　　经济总量跨上新台阶。2016年，湖南GDP首次突破3万亿，以31244.68亿元的总量位居全国第9位；比上年增长7.9%，增速高于全国平均水平。规模以上服务业企业累计实现营业收入2577.21亿元，同比增长18.3%，增速居全国第4位、中部六省第1位。

　　Hunan's economy reached new heights. Hunan's GDP exceeded 3 trillion in 2016, and Hunan’s GDP ranks 9th nationwide with the amount of 3,124,468,000,000 Yuan; the increasing rate is 7.9% than the previous year, higher than the average rate in China.

　　Service industry enterprises above the designated size achieved operating income of 257.721 billion yuan, with the increase rate of 18.3% ranking No.4 nationwide, and No.1 among the six central provinces in China.

　　创新驱动迈出新步伐。长株潭获批创建“中国制造2025”试点示范城市群，湘江新区列为国家级双创基地。

　　New steps innovations of Hunan began. ChangSha-Zhuzhou-Xiangtan was granted as the pilot cities in the strategy of "Made in China, 2025 ", Xiangjiang New Area has been listed as a national base of innovations.

　　交通建设取得新成效。长沙磁浮和地铁1号线、长株潭城铁正式通车营运；黄花机场旅客吞吐量超过2000万人次，居中部首位；高速公路通车里程突破6000公里，居全国前列。

　　Transportation construction entered into a new level. Changsha Maglev, Subway Line No.1 and Changsha-Zhuzhou-Xiangtan intercity railway put into operation in 2016, the passengers of Hunanghua International Airport reached 20 million persons and times, which made it No.1 among central provinces in China; highway length reached over 6000 kilometers, so that it made Hunan top in China.

　　环境治理获得新进展。湘、资、沅、澧四水流域水质总体为优；全省平均优良天数达到293天，湿地保护率达74.13%，森林覆盖率达59.64%。

　　Environmental protection had new developments. The overall water quality of the rivers of Hunan is good in average, the days of fine air quality reached 293 days, wetland conservation rate is 74.13%, the forest coverage rate is up to 59.64%.

　　深化改革 Deepening Reform

　　2016年11月，湖南省第十一次党代会召开。湖南省委书记杜家毫在报告中提出“创新、开放，如鸟之两翼、车之两轮，驱动富饶美丽幸福新湖南发展愿景加快实现。”

　　Secretary of CPC Hunan Provincial Committee Du Jiahao said that "Hunan shall be a rich, beautiful and happy new Hunan with engines of innovation and opening-up” in the report on the 11th Hunan CPC Congress held in Hunan province, in November 2016 .

　　2016年是“十三五”规划开局之年，全面推进结构性改革的攻坚之年。一年来，湖南通过“加减乘除”，精准发力，推进供给侧结构性改革，增强经济发展活力。

　　The year of 2016 was the beginning year of "the 13th Five-year" plan, and it was crucial year of advancing structural reforms. Last year, Hunan promoted structural reform of the supply front by accurate operations and enhancing economic vitality.

　　出台供给侧结构性改革实施意见，实施去产能、去库存和降低实体经济成本等专项方案，全面完成钢铁、煤炭去产能年度目标，商品房待售面积连续10个月下降。

　　Suggestions on structural reform of the supply front were implemented. Programmers and projects were put into practice on over-capacity reduction, inventory reduction, and the cost reduction of the real economy. The annual goals of the over-capacity reduction on steel and coal industries were completed, The number of unsold homes have consecutively declined for 10 months.

　　脱贫攻坚 Poverty Alleviation

　　2016年，湖南省脱贫攻坚实现首战告捷：减少贫困人口125万人，以113.6%的数据，超额完成年度目标任务；1053个贫困村脱贫出列，武陵源区和洪江区2个省级贫困县率先脱贫摘帽。

　　In 2016, Hunan province won the first battle of poverty alleviation by reducing 1.25 million of poverty population,which was 113.6% of the annual target. 1053 poor villages and two counties of Wulingyuan and Hongjiang were out of poverty.

　　民生改善 People's livelihood;

　　2016年，湖南全省涉及民生的财政支出占比达到70%，年度民生发展指标全面完成。全体居民人均可支配收入增长9%；企业退休人员基本养老金连续12年调整提高，城乡居民基础养老金最低标准提高到每人每月80元；城乡居民医保财政补助标准提高到每人每年420元；城乡居民大病保险和特困人员救助供养制度全面实施。

　　In 2016, Hunan provincial fiscal expenditure on people's livelihood reached 70% per cent of the whole, the annual targets of people's livelihood development were completed. The per capita disposable income of citizens grew by 9%; the basic pension for enterprise retirees have kept increasing for 12 consecutive years;the basic pension minimum standards of urban and rural residents increased to 80 yuan per person per month; Medicare subsidies for urban and rural residents increased to 420 Yuan per person per year; critical illness insurance and supporting system of poor people were fully implemented.
