Hunan Develops More Startup and Innovation Bases for MSMEs

  The Hunan Economic and Information Technology Commission (HEITC) recently announced the second batch of startup and innovation bases, and core service organizations for micro, small and medium-sized enterprises (MSMEs). So far, Hunan has 104 bases and 266 organizations.

  In recent years, the HEITC takes developing startup and innovation bases and service organizations as a key drive, to facilitate sound development of MSMEs. In the first half of this year, 5,272 enterprises settled in the bases, making a total revenue of 47.24 billion yuan, and creating 183,000 jobs, 9%, 12.4%, and 10.4% respectively higher than the same period of last year. The Returned Overseas Student Business Startup Park in the Zhuzhou National High-Tech Industrial Development Zone, together with other 11 bases, is designated as national micro and small enterprise startup and innovation demonstration base.

  The core service organizations provide free trainings and customized assistance in fiscal taxation policy and operation, internet marketing, stock rights instruction, legal risk prevention, and industrial design for MSMEs. The Changsha Software Park (Information Industrial Park) and other 19 service organizations are identified as national demonstration public service platforms for small and medium enterprises.

  HEITC will select a batch of bases for a "smart micro, small and medium enterprise startup and innovation bases demonstration program". A small and medium enterprise service network will be used to trace, monitor, and evaluate the served enterprises.
