2018年6月15日上午，长沙临空经济示范区专题招商推介暨中国空港经济区发展蓝皮书（2018）发布会在长沙航空城市民体验中心隆重举行，一批彰显临空特色的优惠政策集中公布，24个临空偏好型项目成功签约，发布了2017中国空港经济区（空港城市）发展十大事件和十大项目。

　　On the morning of June 15, 2018, Changsha Airport Economic Demonstration Zone Promotion Conference & Release of Blue Book 2018: Development of Airport Economic Zones(AEZs) in China was held in the Changsha Aerotropolis Citizen Experience Center; a number of preferential policies, which show the airport-related features, were intensively released; 24 airport favored projects were successfully signed, and the top ten events and ten projects were released for the development of Airport Economic Zones(AEZs) in China 2017.

　　推介发布会上，长沙县委常委、长沙临空经济示范区党工委（筹）副书记、长沙黄花综合保税区党工委书记、管委会主任王国良作投资环境推介并集中公布了优惠政策服务包。具体包括：《长沙黄花综合保税区招商引资若干政策措施》《长沙黄花综合保税区招商引资若干政策和措施实施细则》《长沙县加快支持现代服务业发展的若干政策和措施》《长沙县临空经济示范区高层次人才集聚计划实施办法》《长沙黄花综合保税区关于扶持跨境电商发展的专项政策》《长沙黄花综合保税区外贸金融服务方案》。这6项政策从财税金融、土地供给、人才科技、产业投资、服务保障等多方面为项目提供支持，针对重大项目采取“一事一议”的方式给予扶持，将强力推动临空经济示范区持续高效发展。

　　During the promotion conference, Wang Guoliang, Member of the Standing Committee of the CPC Changsha County Committee, Vice Secretary of Changsha Airport Economic Demonstration Zone Party Working Committee, Secretary of Changsha Huanghua Comprehensive Bonded Zone Party Working Committee and Director of Changsha Huanghua Comprehensive Bonded Zone Administration Committee, made the introduction and promotion of the investment environment and announced the service package of preferential policies which specifically include: Policies and Measures Attracting Investment of Changsha Huanghua Comprehensive Bonded Zone, Implementing Regulations for Policies and Measures Attracting Investment of Changsha Huanghua Comprehensive Bonded Zone, Policies and Measures Accelerating and Supporting the Development of Modern Service Industry of Changsha County, Measures for Implementing the Plan of Gathering High-Level Talents of Changsha County Airport Economic Demonstration Zone, Special Policies Supporting the Development of Cross-Border E-Commerce of Changsha Huanghua Comprehensive Bonded Zone, Changsha Huanghua Comprehensive Bonded Zone Financial Service of Foreign Trade Program. These six policies above provide support for the project from the aspect of fiscal taxation, finance, land supply, talents, technology, industrial investment and service security, by adopting the method of "one project one discussion" in view of the major projects. These policies will strongly promote the sustainable and efficient development of the airport economic demonstration zone.

　　当天，绿叶果业临空现代智能物流园、东盟跨境卡班及保税物流、长沙黄花综合保税区智慧能源等一批临空偏好型项目成功签约落地，产业类型涵盖航空服务、跨境电商、保税贸易、保税加工、保税物流、金融服务、新能源等七大产业类别。本次签约项目亮点纷呈，其中绿叶果业临空现代智能物流园项目定位为智能仓储物流中心及进出口水果展示交易中心，将借助母公司与阿里巴巴、联想佳沃、百果园等达成的共享体系联盟，共建、共享全球进出口水果供应链产业平台;建设银行与临空经济示范区战略合作项目将为临空经济示范区提供“融资+融智”专业服务;东盟跨境卡班及保税物流项目将搭建中部地区联结东盟的跨境地面卡车集装箱运输通道,打造中部地区直接联结东盟的进出口贸易集散地。该批项目入驻长沙临空经济示范区，将进一步提升临空产业集聚效应，为长沙开放型经济发展、构建内陆开放型经济新高地注入强劲动力。

　　A number of airport favored projects, such as Greenery Fruit Airport Modern Intelligent Logistics Park, the ASEAN cross border Truck-Airline and Bonded Logistics, Intelligent Energy of Changsha Huanghua Comprehensive Bonded Zone and so on, were signed successfully on the same day. The types of industry contain seven industrial categories including air services, cross-border e-commerce, bonded trade, bonded processing, bonded logistics, financial services, and new energy. The signing of these projects was brilliant, including Greenery Fruit Airport Modern Intelligent Logistics Park which positions itself as an intelligent warehousing & logistics center and a displaying & trading center of import-exported fruits, aiming to realize the co-building and sharing platform of global importing and exporting fruit-supply chain with the help of parent company, Alibaba, Lenovo-Joyvio, Pagoda reaching the alliance of sharing system. The strategic cooperation project between China Construction Bank and Airport Economic Demonstration Zone will provide professional services of "financing plus intelligence" for Airport Economic Demonstration Zone. The project of ASEAN Cross border Truck-Airline and Bonded Logistics will construct cross-border transport corridor for ground truck container by connecting the central region and ASEAN, building the import and export trade distributing center which directly associates ASEAN and central region of China. Those projects entering the Changsha Airport Economic Demonstration Zone will further enhance the agglomeration effect of airport industry, and provide a strong impetus for the development of Changsha’s open economy and the construction of new highland of inland open economy.

　　中国城市发展研究会空港城市发展委员会执行会长、复旦大学国际空港城市研究中心主任王学东教授发布了中国空港经济区发展蓝皮书（2018）。该蓝皮书在开展大量研究基础上，对中国空港经济区的发展环境、建设情况、存在问题、产业演进等方面进行了分析；发布了2017中国空港经济区（空港城市）发展十大事件和十大项目，从多维度、多视角对空港经济区一年的发展进行了总体研究评价。同时，王学东指出，长沙临空经济示范区获批一年成绩有目共睹，为湖南这一典型的内陆省份打造了空中“出海口”，也成为内陆地区通过空港引领对外开放的典型案例。长沙临空经济示范区的发展代表了空港经济的前景方向，将带动整个长沙快速迈向大枢纽，与其它空港一道推动中国全面对外开放。

　　Professor Wang Xuedong, Executive Chairman of Aerotropolis Development Committee of China Research Society of Urban Development, Director of International Aerotropolis Research Center of Fudan University, released Blue Book 2018: Development of Airport Economic Zones(AEZs) in China. On the basis of a large number of studies, it has analyzed the development environment, construction conditions, existing problems and industrial evolution of China's airport economic zone; it has issued ten events and ten major projects in the development of 2017 China Airport Economic Zone (Airport City). It is the overall evaluation of one year development of Airport Economic Zone that has been carried out from muti-dimension and muti-perspective. At the same time, Professor Wang Xuedong pointed out that the annual achievement of the Changsha Airport Economic Zone was obvious to all, creating the “air ports”for the typical inland province of Hunan, and also a typical case for the inland areas to lead the opening through the airport economy. The development of Changsha Airport Economic Zone represents the future direction of the airport economy, which will drive the whole Changsha to a big hub and promote China's overall opening to the outside world with other airports.

　　Qiu Jixing, Deputy Mayor of Changsha Municipal People’s Government and deputy leader of Changsha Airport Economic Demonstration Zone Leadership Group, pointed out that a number of projects, such as the modern intelligent logistics park of Greenery Fruit, are the first ones to be invested in the zone, which is a full trust to the development prospects of Changsha Airport Economic Zone. It is also the embodiment of the appeal of Changsha's investment environment, which will play an important role in the transformation and innovation of Changsha, and it provide a strong support for the model of the national economic demonstration zones. It is hoped that Changsha Airport Economic Zone should conscientiously implement the strategic deployment of "innovation leading and opening up for rising", by taking it as a great chance to grasp the moderate principle, to strengthen the precision concept with the sacrifice spirit, to make the economy stronger, to make great efforts for the high-end industry, to foster distinctive features and the fine environment, to build an example of the airport economy. The model of economic development will make new and greater contributions to the comprehensive modernization of Changsha.

　　当天下午，由长沙临空经济示范区管理委员会筹建工作组、中国城市发展研究会空港城市发展委员会、复旦大学国际空港城市研究中心主办的长沙临空经济示范区发展研讨会，在明城国际酒店举行，市发改委主任夏文斌出席活动，长沙县委常委、长沙临空经济示范区党工委（筹）副书记、长沙黄花综合保税区党工委书记、管委会主任王国良出席并致欢迎词。会上，与会专家各抒己见，对临空经济示范区发展的大形势、各地发展的特色进行了充分探讨，尤其对长沙临空经济示范区的发展路径、产业特色、规划编制等方面提出了许多宝贵意见。

　　In the afternoon, Symposium on Changsha Airport Economic Demonstration Zone Development was held in Mingcheng International Hotel, jointly organized by Preparation Group of Changsha Airport Economic Demonstration Zone Administration Committee, Aerotropolis Development Committee of China Research Society of Urban Development, and International Aerotropolis Research Center of Fudan University. Xia Wenbin, Director of Changsha Municipal Development and Reform Commission, attended the symposium. Wang Guoliang, Member of the Standing Committee of the CPC Changsha County Committee; Vice Secretary of Changsha Airport Economic Demonstration Zone Party Working Committee, Secretary of Changsha Huanghua Comprehensive Bonded Zone Party Working Committee; Director of Changsha Huanghua Comprehensive Bonded Zone Administration Committee, attended the symposium and delivered the welcoming speech. At the symposium, the experts expressed their views and made a full discussion on the large situation of Changsha Airport Economic Demonstration Zone and characteristics of the local development, and put forward valuable opinions on the development path, industrial characteristics, planning formulation of Changsha Airport Economic Demonstration Zone.

　　长沙临空经济示范区发布6项优惠政策

　　Six Preferential Policies Released by Changsha Airport Economic Demonstration Zone

　　《长沙黄花综合保税区招商引资若干政策措施》及其《实施细则》旨在充分发挥黄花综保区海关特殊监管区的功能，培育国际竞争新优势，促进黄花综保区快速发展。通过多方调研、精心编制、科学论证，从产业扶持、入驻优惠、金融服务、财政支持、配套服务等方面多方位支持入驻企业发展。该政策共15条，由长沙市人民政府发布，区别于普惠制政策，重点对电子信息、生物医药、高端装备、精密仪器、新材料、航空培训、航空维修等航空偏好型产业项目进行鼓励扶持。其中优惠条款主要体现在租金补贴、土地价格和财政支持方面。还包括对世界500强、国内500强及重特大项目，实行“一事一议”；社会中介平台以商招商引进项目的，可根据相关规定一次性奖励引进主体；为符合要求的企业提供配套办公用房、员工住宿保障等，提供保姆式服务。

　　Policies and Measures Attracting Investment of Changsha Huanghua Comprehensive Bonded Zone and its Implementing Regulations aim to fully display the role of special customs controlling area in Changsha Huanghua Comprehensive Bonded Zone, cultivate new international competitive advantages, and promote the rapid development of Changsha Huanghua Comprehensive Bonded Zone. Through investigations, elaborated preparation, scientific demonstration, the policies support the development of settled enterprises from industrial support, preferential and supporting service, financial support. Different from generalized system of preference, these fifteen policies issued by Changsha Municipal People’s Government, focus on supporting aviation-oriented industrial projects in electronic information, biological medicine, advanced equipment, precise instrument, new materials, aviation training and maintenance, etc. Preferential clauses mainly manifest in rent subsidies, land price and financial support, and also include “discussion on each project”for the world top 500 projects, the China top 500 projects and other major projects. Social intermediate platforms to introduce projects by taking business to canvass business, can introduce entities by one-time incentives according to related regulations. Satisfactory enterprises are provided with all-arrangement services such as a complete set of office space, staff accommodation, etc.

　　《长沙黄花综合保税区关于扶持跨境电商发展的专项政策》根据《关于促进跨境电商加快发展有关支持政策的意见》等省市相关文件精神制定，黄花综保区作为全省三个跨境电商聚集区之一，是我省首个出台并对外公布专项扶持政策的聚集区，抢抓跨境电商“窗口期”，该政策共5条，由综保区管委会发布。其中重点条款有：从成本补贴和业绩奖励方面，支持跨境电商集聚发展；支持公共性服务平台建设；支持跨境电商龙头企业发展。我们致力于通过该政策的引领作用，努力将黄花综保区打造成为中部跨境电商产业聚集中心。

　　Special Policies Supporting the Development of Cross-Border E-Commerce of Changsha Huanghua Comprehensive Bonded Zone is formulated according toOpinions on Supportive Polices Promoting the Accelerated Development of Cross-Border E-Commerceand other related provincial and municipal files. As one of the three cross-border e-commerce cluster zones in Hunan, Changsha Huanghua Comprehensive Bonded Zone firstly formulates and publishes special supporting policies to grasp the critical development period of cross-border e-commerce. These five policies are released by Changsha Huanghua Comprehensive Bonded Zone Administration Committee. The key clauses are enacted to support the concentrated development of cross-border e-commerce from cost subsidies and performance incentives, and to back the construction of public service platforms, and the development of leading cross-border e-commerce enterprises. Under the leading role of the policies, Changsha Huanghua Comprehensive Bonded Zone will be built into a cross-border e-commerce industrial cluster center in central China.

　　《长沙黄花综合保税区供应链金融服务方案》是在已有的贷款贴息，担保费补贴，保险费补贴，融资租赁奖励等政策的基础上，由综保区投资公司设立“长沙临空供应链有限公司”，全面代理进出口贸易，提供供应链金融服务，临空供应链公司将联合国有大型商业银行、股份制银行和政策性银行，争取超50亿元的银行贸易融资授信，打通资金与市场的瓶颈，为黄花综保区内企业和区外关联企业提供全方位的供应链金融服务。

　　Supply Chain Financial Service Programme of Changsha Huanghua Comprehensive Bonded Zone

　　regulates that, based on existing polices such as loan with discounted interest, guarantee deposit subsidies, insurance expense subsidies, finance lease incentives, etc., Changsha Airport Supply Chain Co., Ltd. is established by Changsha Huanghua Comprehensive Bonded Zone Investment Corporations to be a full agency of import and export trade providing supply chain financial service. Besides, Changsha Airport Supply Chain Co., Ltd. will jointly with large-scale state-owned commercial banks, joint-equity banks and policy banks, endeavor to win over 5,000 million yuan bank trade financing credit for getting through the bottleneck of funds and markets. This will provide all-round supply chain financial service for respective enterprises and affiliated enterprises inside and outside Changsha Huanghua Comprehensive Bonded Zone.

　　《长沙县关于支持现代服务业发展的若干政策和措施》立足于加快实现长沙县现代服务业“高层次、高集聚、高融合”发展目标，重点针对现代服务业和临空经济示范区相关引进项目，是涵盖十大产业的普惠制政策，更是湖南省首个将临空产业纳入服务业政策体系的专项政策，该政策共21条，由长沙县人民政府发布。其中重点条款有：县政府共设立5000万元现代服务业专项引导资金。大力发展航空服务产业、现代物流产业；鼓励物流标准仓储设施建设，提升物流企业规模化、标准化和信息化水平；支持企业总部、地区总部、省级以上分支机构入驻，并给予一次性资金补助、办公用房补助和经营贡献奖励。通过全方位、多层次的奖补措施，加速建设现代服务业发展高地。

　　Policies and Measures Supporting the development of Modern Service Industry of Changsha County, based on accelerating realization of the development goal of high-level, highly-concentrated and highly-integrated modern service industry of Changsha County, emphasizes on relevant projects introduced in the modern service industry and airport economic demonstration zone. The Policies and Measures are not only generalized system of preferences for ten major industries, but also the first special policies including the airport industry into the service industry policy system in Hunan. These twenty-one polices are released by Changsha County People’s Government. The key clauses include: Changsha County Government sets up a total of 50 million yuan special guiding fund for the modern service industry; vigorously develop the aviation service industry and modern logistics industry; encourage the construction of standard logistics warehousing facilities and improve logistics enterprises’level of scale, standardization and informatization; support settlement of corporate headquarters, regional headquarters, and affiliated agencies above the provincial level, and provide them with one-time fund subsidy, office space subsidy and incentives for business contribution. The polices will foster the development of modern service industry through all-round and multilevel reward supply measures.

　　《长沙县临空经济示范区高层次人才集聚计划实施办法》为《长沙市建设创新创业人才高地的若干措施》，即大家熟知的长沙“人才新政22条”的配套政策，旨在集聚临空高端人才，强化发展人才支撑。该政策共16条，由空港城管委会发布。以“人才新政22条”为基础，着力引进临空偏好型产业和与本区域经济社会发展密切相关的人才，其中重点条款有：实施高精尖人才领跑工程、紧缺人才集聚工程和高技能人才培育工程；推进创业孵化基地发展、加强科技创新平台建设、建立人才引进培育制度；从住房保障、配偶就业、子女教育、医疗保障和社会保险等方面优化人才保障服务。该政策在长沙市人才新政22条奖励举措的基础上，对符合本政策要求的人才，其应该享受的奖励和补助上浮20%，真心实意为区域发展招才引智。

　　Measures for Implementing the Plan of Gathering High-Level Talents of Changsha County Airport Economic Demonstration Zone serves as supporting polices for known “22 New Policies of Changsha Talents”, namely, Some Measures for Building the Highland of Innovation and Enterprising Talents in Changsha City. The Measures aim to gather high-end talents in the airport industry and strengthen talent support for the airport economic development. The sixteen measures are released by Changsha County Aerotropolis Administration Committee. Based on “22 New Policies of Changsha Talents”, the measures focus on introducing airport-oriented industries and talents closely related with the regional economic social development. The key clauses include implementing the high-grade, high-precision, advanced talents leading project, urgently required talents gathering project, and high-skilled talents cultivating project; advancing the development of business incubation bases, the construction of sci-tech innovation platforms, and the building of talent introducing and cultivating system; optimizing talent guarantee service from housing security, spouse employment, children's education, medical security, social insurance, etc. The measures, based on incentive measures of “22 New Policies of Changsha Talents”, increase by 20% incentives and subsidies for satisfactory talents so as to substantially introduce talents for the regional development.
