Hunan Xiangjiang New Area, used to be Changsha Hexi Leading District founded in June 2008, has become China’s 12th and Central China’s 1st national-level new area since official approval by the State Council, April 8, 2015.
In 2016, Hunan Xiangjiang New Area achieved the regional GDP of 180,112 million Yuan with the year-on-year growth of 11%, respectively 3.1% and 1.6% higher than the average level of Hunan province and Changsha city.
Hunan Xiangjiang New Area, located in the west of the Xiangjiang River, Changsha city, covers Yuelu district, high-tech district, 8 towns of Wangcheng district and 5 towns of Ningxiang county-level city. With an area of about 1,200 square kilometers, Hunan Xiangjiang New Area has three national-level industrial parks (namely, Changsha High and New Tech Development Zone, Ningxiang Economic and Technological Development Zone, Wangcheng Economic and Technological Development Zone), as well as two provincial-level industrial parks (namely, Ningxiang High and New Tech Development Zone, Yuelu Science and Technology Industrial Park).
Hunan Xiangjiang New Area has been substantially promoting the construction of Meixi Lake International New Town, Binjiang Business New Town, Dawangshan Resort Area, Yuelu Mountain College Town, Weidong New Town, etc.
The Xiangjiang New Area (Chinese: 湘江新区) is a new area at state level in Changsha City, Hunan Province, China. The new area was created on 8 April, 2015, it is the 12th state-level new area approved to establish by the State Council. Xiangjiang New Area is located in the west of the Xiang River and covers parts of Yuelu, Wangcheng and Ningxiang. According to the official reply of the State Council, the new area has an area of 490 km2 (190 sq mi).
In 2015, Xiangjiang New Area covers a Built-up area of 126 square kilometres (49 sq mi), it has a population of rough 1,340,000, its GDP reaches CNY 160.25 billion (USD 25.73 billion), its GDP per capita is CNY 119,500 (USD 19,186).
Geography
According to the Development Planning of Xiangjiang New Area approved by the Government of Hunan Province on May 22, 2016, it has a planned area of about 1,200 square kilometres (460 sq mi) with a core zone of 490 square kilometres (190 sq mi), the planned area covers the whole Yuelu District, the total area on the south of the Wei River and the west of the Xiang River of Wangcheng District, parts of Ningxiang County.

The core zone of Xiangjiang New Area consists of most of Yuelu District, the total area on the south of the Wei River and the west of the Xiang River of Wangcheng District, Jinzhou Town of Ningxiang County.
16 subdistricts of Yuelu Districts: Guanshaling, Hanpu, Juzizhou, Lugu, Meixihu, Pingtang, Tianding, Wangchengpo, Wangyuehu, Wangyue, Xihu, Xianjiahu, Xueshi, Yanghu, Yinpenling and Yuelu subdistricts. of which Lugu Subdistrict is entrusted to manage by Changsha High-Tech Industrial Development Zone (CSHTZ).
9 subdistricts and towns of Wangcheng District: Bairuopu, Baishazhou, Dazehu, Gaotangling, Huangjinyuan, Jinshanqiao, Leifeng, Wushan and Yueliangdao 9 subdistricts and towns. of which Leifeng Subdistrict is entrusted to manage by CSHTZ.

The Administrative Committee of Xiangjiang New Area released its 13th five-year development plan recently. Targeting at forming a new pattern for urban development, the plan gives priority to the development of five industrial clusters that will make an annual industrial output of 100 billion yuan, mainly engaging in advanced equipment manufacturing, intelligent manufacturing, new materials, new generation of electronic information, and food deep-processing.
By 2020, the area will become a leader in Two-Oriented (energy-saving and environmental-friendly) Society construction, a high-end and quality new town and a new engine for modern industry. It will be the first to achieve preliminary modernization, and gain progress towards its development goals of realizing a GDP of 300 billion yuan and taking the lead in central and western China.
