Hunan Manufacturing Powerhouse Construction in Full Swing

The 2019 Hunan Provincial Manufacturing Powerhouse Construction Work Conference was held on January 23, 2019. It announced that the added value of industry above designated size increased by 7.4% in 2018, 1.2 percentage points higher than the national average. Its growth rate ranked 12th nationwide, 3 places higher than the previous year.

A working mechanism of the CPC Hunan Provincial Committee and the Hunan Provincial People’s Government leaders on promoting emerging and advantageous industrial chain has been established and implemented, and a consensus for enhancing industrial chain was reached among various departments. The Hunan Provincial Department of Industry and Information Technology has established the work coordination and promotion groups and the expert advisory groups according to different industrial chains; and, released three technological innovation plans for the industrial chains of sensory intelligence, offshore engineering equipment, and high-power locomotive permanent magnet motors. The first (set) of major technical equipment won the national insurance compensation fund of 125 million CNY, and the key new materials won the first group of application insurance compensation funds of 12.45 million CNY. The Hunan Provincial Department of Finance has given priority to the key projects concerning emerging and advantageous industrial chain, and funded 194 core projects related to Hunan’s Manufacturing Powerhouse Construction.

The Hunan Manufacturing Powerhouse Construction activities were in full swing across the province in 2018. In Changsha City, 22 industrial chains contracted 130 industrial chain projects, each with an investment of more than 200 million CNY. The influence of Zhuzhou “Power Valley” expanded rapidly, and stepped up to the China Manufacturing “new map”. Yiyang City has identified industrial construction as the “No. 1” project, and expected an 8% growth in its annual industrial added value above designated size. Loudi City has promoted the “three-year action plan for boosting the industry” and added 150 large-scale industrial enterprises throughout the year. The added value of industry above designated size in Changde City broke through 100 billion CNY for the first time.

The manufacturing powerhouse construction quality has been improved through innovation. Presently, Hunan is in charge of 10 key national R&D projects in the fields of intelligent robots, high-performance computers, and new energy vehicles. A number of key research technologies, including the key technology for the preparation of microcrystalline graphite anode materials for power lithium-ion batteries, have broken foreign monopolies or filled national gaps.

Hunan Manufacturing Powerhouse Construction is thriving in opening-up. In 2018, 40 foreign-invested industrial enterprises opened in Hunan. The total number of foreign-invested industrial enterprises in the province reached 689. There were 4 cross-border mergers and acquisitions of industrial manufacturing sector implemented, and the Chinese investment amounted to 167 million USD. Many high-quality technical resources were obtained to create opportunities for industrial upgrading.
