Before the opening ceremony, Governor Xu learned about the introduction and construction arrangements of the project. He pointed out that the Quanmutang Reservoir Project is not only a major water conservancy project, but an ecological and livelihood one. The construction should be taken as a major measure to do well in ensuring stability on six fronts and security in six areas. It was necessary to implement responsibilities, make an inversion list of schedule, and advance it according to the time node to form more physical quantities. He asked to give priority to quality and safety; improve the quality and safety management system; and, implement the quality and safety responsibility system. Efforts should be made to implement the requirements of clean government throughout the project construction, creating a transparent and high-quality project. It was necessary to comprehensively consider the functional needs of the project; refine and optimize the construction plan; maximize the benefits of the project; and, let the project benefit the people as soon as possible, he added.
