Governor Mao Calls for Creating “Hunan Model” of Low-altitude Airspace Reform

On June 9, Mao Weiming, CPC Hunan Provincial Committee deputy secretary and Hunan governor, presided over the first plenary meeting of the Hunan Provincial Low-altitude Airspace Coordinated Operation Management Committee.

The first plenary meeting of the Hunan Provincial Low-altitude Airspace Coordinated Operation Management Committee was held in Changsha on June 9, 2021. Mao Weiming, CPC Hunan Provincial Committee deputy secretary and Hunan governor, made a speech at the meeting. He asked to implement the spirit of President Xi Jinping’s important speech made when inspecting Hunan; give full play to the role of China’s first pilot province for holistic low-altitude airspace management and reform; promote industrial transformation and upgrading; create a “Hunan Model” of low-altitude airspace reform; and, provide strong support for the implementation of the “Three Highlands and Four New Missions” Strategy.

The meeting reviewed and approved the committee’s responsibilities, rules, and policies and measures that support the development of the general aviation industry.

Governor Mao spoke highly of the achievements made in pilot reform and management of low-altitude airspace in Hunan Province. He noted that since Hunan Province was approved as a pilot province for holistic low-altitude management and reform last September, the CPC Hunan Provincial Committee and the People’s Government of Hunan Province have attached great importance to related work. The relevant departments have taken the initiative and worked in coordination with one another, showing a strong momentum of rapid reform, good industrial development, and strong work synergy. Hunan government has established a general aviation service model of “one-window acceptance, one-network-based service, and holistic service”. It has built 12 general airports, opened 5 low-altitude travel routes, and attracted more than 30 companies to plan industrial layouts in Hunan Province.Hunan’s general aviation, low-altitude tourism, flight training, aviation sports, and other industries have developed gratifyingly, and the reform pilot work is progressing smoothly.

Governor Mao pointed out that low-altitude airspace is an important strategic resource. Hunan Province, as China’s first pilot province for holistic low-altitude management and reform, must truly undertake such a great mission. It is important to promote the high-quality development of provincial general aviation industry based on standards and requirements. We must make every effort to ensure that the reform pilot is implemented with effective results, he added.
