A
meeting commending role models in implementing the country's Peaceful
China initiative was held in Beijing on December 15. Changsha City was
honored as “a demonstration city in building peaceful China” during the
2017-2020 period. It also won the “Chang’an Cup” Award, the highest
award for Peaceful China construction, for the third time, becoming one
of the three provincial capitals to win the “Chang’an Cup” Award for
three consecutive years. Zheng Jianxin, deputy secretary of the CPC
Changsha Municipal Committee, mayor of Changsha, and secretary of the
CPC Working Committee of the Hunan Xiangjiang New Area, accepted the
award on behalf of Changsha. The
“Chang’an Cup” Award conveys the meaning of “lasting peace and
stability”, and is the highest honor reflecting the modernization level
of a city's social governance. The award is given every four years. Only
those cities which have been rated as “demonstration cities in building
peaceful China” (formerly known as “national outstanding cities for
comprehensive management of social security”) for 3 sessions, or 12
years, in a row, are qualified to obtain their first “Chang’an Cup”
Award. To continue to win such an award, they have to be “demonstration
cities in building peaceful China” in subsequent sessions. In this way,
Changsha has been “demonstration cities in building peaceful China” for
20 consecutive years. At
the commendation meeting, Min Wen, Political and Legal Committee deputy
secretary of the CPC Changsha Municipal Committee, was honored as “an
advanced individual in building Peaceful China” In
recent years, Changsha has been innovating social governance methods
and measures, improving safety building systems and mechanisms, and
promoting the standardized construction of the grid-based and
informationized governance system at grassroots level, a comprehensive
control center, a grid-based management center, and an emergency command
center. Its practice experience has been recommended to the whole
province and even the whole country for many times. It was rated as a
“model city for social governance innovation in 2019”. Changsha has
built a comprehensive “Xueliang Project” application network, a
“Intelligent Villages" prevention and control network, and an “all-area
perception" safety network. It was included in the country’s first group
of demonstration cities for the networking application of public
