The Hunan Big Data Exchange (HBDE) at the Tianxin District Economic
Development Zone started trial operation and received an inspection
delegation for Changsha's key projects on January 11, 2022. It is the
fifth new big data exchange nationwide, after those in Guizhou, Shaanxi,
Beijing, and Shanghai, and first in central China. It is expected to
achieve an operation revenue of 500 million yuan and be listed, within
five years. HBDE was established after four-year preparations. In May 2018, the
Changsha Municipal People’s Government reached a cooperation agreement
with the National Development and Reform Commission and its National
Geographic Information Center in giving support for six collaborative
projects, including HBDE. In 2019, the Hunan Geographical Information
Industrial Park achieved an annual output value of 5 billion yuan, which
laid a foundation for big data exchange. In 2020, an overall plan for
Hunan’s trading places during 2020 and 2025 was issued, in which HBDE
was shortlisted for the 100 landmark projects of Hunan’s new digital
infrastructures. In July the same year, the HBDE main building project
was launched, and its construction began in January and concluded in
August the following year. In December 2021, HBDE was officially named. There are 103 data products ready for exchange, covering such fields as
finance, insurance, logistics, and geographical information. More than
