The opening ceremony of the Liuyang City 2022 Vocational Education Week was held on May 31, 2022. It announced the Hunan-Jiangxi Vocational Education Alliance Cooperation Framework Agreement. The agreement was initiated by the Liuyang Education Bureau, and jointly signed by education authorities and relevant vocational schools of Pingjiang, Wanzai, Liling, Tonggu, Lianhua, Shangli, and Yuanzhou in the border areas between the two provinces. The Hunan-Jiangxi Vocational Education Development Alliance was established. The Hunan-Jiangxi border school-enterprise cooperation & industry-education integration summit forum and expert lectures were also held on the same day.

On April 16, 2021, a symposium on rural revitalization and collaborative education in eight counties (cities, districts) in the border areas between Hunan and Jiangxi, including Liuyang, Liling, Pingjiang, Tonggu, Shangli, Lianhua, Yuanzhou, and Wanzai, was held in Wenjiashi Town, Liuyang City. It determined the “Detailed Plan for the Implementation of Collaborative Education Cooperation Action for Rural Revitalization in Hunan and Jiangxi”. The eight counties (county-level cities, districts) agreed to jointly establish 4 alliances in education and scientific research, red or revolutionary research practice, vocational education development, and teachers training. So far, all the four alliances have been established.

According to the agreement, the general vocational education level in the Hunan-Jiangxi border areas will be comprehensively improved through cooperation, to realize sharing of educational resources, promote deep integration of education, comprehensively improve the quality of talent training, and give full play to the role of vocational education in serving economic and social development.

Huang Pu, deputy secretary of the Party Committee and deputy director of the Liuyang Education Bureau, remarked that there are currently 6 vocational schools in Liuyang. In the fall of 2022, 4 new vocational schools will be opened after completing construction. Meanwhile, 3 private vocational colleges are building new campuses in Liuyang. It was estimated that by 2025, there will be 13 secondary and higher vocational schools in the city, with an annual enrollment scale of more than 10,000 students. Liuyang is expected to build itself into a vocational education development cluster and an industrial worker training incubation area in Changsha and even Hunan Province, he added.
