Hunan Rolls out Measures to Boost Employment for Key Groups

Recently Hunan Provincial Department of Human Resources and Social Society, Hunan Provincial Development and Reform Commission, Hunan Provincial Department of Education, and other five departments issued a notice on taking eight measures to promote employment and entrepreneurship for key groups, including college students, migrant workers, and people with difficulty in finding jobs. By the end of 2024, more than 200,000 people will be enrolled in entrepreneurship training programs. More than 10,000 graduates will start up businesses within five years after graduation. More than 500,000 people will return home for entrepreneurship, and people with difficulty in finding jobs will increase their income in more flexible ways.

The eight measures will focus on optimizing entrepreneurship environment, cultivating entrepreneurship entities, offering services for startups, empowering entrepreneurship training, introducing polices for starting businesses, facilitating financial products, developing business incubators, and supporting flexible employment. These efforts will provide government services, financing, training and incubation, and tax subsidies for innovation and entrepreneurship of key groups.

An entrepreneurial service network covering counties, townships and villages will be built. Tax measures such as tax exemptions and loan facility will be taken to support migrant workers to return to their hometowns for flexible employment and entrepreneurship. Government financing guarantee institutions will be encouraged to provide guarantees for qualified entrepreneurial individuals and micro and small businesses, driving guarantee funds to effectively perform their vicarious liability. For key groups' entrepreneurial projects settled in business incubation bases at all levels, rent and management fees will be reduced or exempted according to regulations. Social insurance subsidies will be given to people who are flexibly employed through platforms, including those facing difficulties and college graduates who have not been employed within two years after graduation.
