Two sessions: Suggestions and proposals for high-quality development

Gong Mingzhu, director of Inner Mongolia Development and Reform Commission and also an NPC deputy, said that high-quality development can further improve the scale of China's economic aggregate and the quality and efficiency of development. It will provide a more solid foundation for comprehensively building a modern socialist country, and is the fundamental support to ensure that the modernization drive can constantly meet the people's needs for a better life.

She suggested giving priority to ecological and green development, properly balance investment with the environment and resources, extend industrial chains to the middle and lower reaches and value chains to the middle and high levels, and continue to support high-quality economic and social development.

Shan Zenghai, chief engineer and vice-president of Xuzhou Construction Machinery Group and also an NPC deputy, said that the core competitiveness of enterprises lies in scientific and technological innovation.

He suggested establishing a national innovation center for high-end construction machinery and core parts in Xuzhou, Jiangsu province, and developing a batch of advanced core parts products, as this could promote the construction of an internationally competitive manufacturing cluster and assists the high-quality development of the country’s equipment manufacturing industry, he said.

Wang Dujuan, chief engineer of China Railway Engineering Equipment Group and also an NPC deputy, suggested speeding up the electrification and greening of construction machinery.

The speed of electrification and greening of construction machinery is much lower than that of passenger vehicles, she said, suggesting the country should provide appropriate subsidies to new-energy construction machinery.

This will not only improve the global competitiveness of Chinese construction machinery, but also help prevent and control environmental pollution, she said.

"Over the years, we have continued to increase investment in sci-tech innovation, and we have experienced the benefits of high-quality development," she added.

Wu Xiuling, mayor of Shuozhou, Shanxi province, and also an NPC deputy, said that for resource-rich areas, high-quality development means transformation and building an industrial system with multi-industrial support, complementary advantages, multi-polar market bearing and full internal competitiveness.

She suggested the city should get rid of excessive dependence on coal and realizes industrial transformation.

Zhang Baoliang, mayor of Linyi city, Shandong province, and also an NPC deputy said that the country should give full play to the role of logistics in the smooth circulation of expanding domestic demand and the supporting and guaranteeing role of supply-side structural reform, so as to provide strong backing for stabilizing the economy and achieving high-quality development.

Cao Caiyun, researcher at the Hengshui Academy of Agricultural Sciences in North China’s Hebei province and also an NPC deputy, said the local grain output has been good for 19 consecutive years, thanks to the development of green and ecological agriculture and key technologies in agricultural production.

She suggested continuation of efforts to tackle key technological challenges, enhance overall agricultural production capacity and promote high-quality agricultural development.

Only in this way can we ensure food security, she added.
