The IEF is the world's first multinational e-sport event launched by several governments together. It is a globally influential brand for digital entertainment and digital sports comprehensive events. Currently, IEF has been held for 18 sessions, serving as an important platform for deepening cultural, tourism, and economic and trade exchanges and cooperation between China and South Korea, with youth exchange as a bridge. Since 2019, the Malanshan (Changsha) Video Cultural and Creative Industrial Park and the South Korea International Exchange Foundation have jointly hosted IEF for four times.

As a national cultural industry demonstration zone, Malanshan (Changsha) Video Cultural and Creative Industrial Park has shown a good momentum of growth in the video cultural and creative industry. It has gathered a group of enterprises in the digital economy with significant industry influence and strong capabilities in technology and content innovation. The IEF 2023, with participants and companies from multiple countries, is expected to enhance the international presence of Malanshan, contributing to developing it into a globally influential base for the digital video industry chain and a new landmark for media convergence.
