根据《中华人民共和国立法法》，全国人民代表大会制定和修改刑事、民事、国家机构的和其他的基本法律；全国人民代表大会常务委员会制定和修改除此以外的法律。

According to the Legislation Law of the People’s Republic of China, the National People’s Congress enacts and amends basic laws governing criminal offences, civil affairs, the State organs and other matters; the Standing Committee of the National People’s Congress enacts and amends laws other than the basic ones.

“基本法律”是对某一类社会关系的调整和规范，在国家和社会生活中应当具有规范意义。

“Basic laws” refer to regulations and norms governing a specific category of social relationships, which should have a foundational significance in national and social life.

加强全国人民代表大会的立法职能，正是实践和彰显全过程人民民主的内在要求。

Strengthening the legislative functions of the NPC is an intrinsic requirement for practicing and embodying the whole-process people’s democracy.
